The NDIS agreement on the full system for NSW will enter into force on 1 July 2018. Both governments have committed to do so, starting from 1. July 2019 to use joint funding for the creation of an NDIS reserve to provide more flexibility in managing the sustainability of the NDIS. People also want the deployment of NDIS to be approved in other states and territories. Matthew Wright, CEO of the Australian Federation of Organisations of Persons with Disabilities, said: «The NDIS was created as a national programme for good reason, which is why the remaining states and territories need to act quickly to finalise their agreements.» The agreement ensures full adoption of the National Disability Insurance Scheme (NDIS) in New South Wales, the first state to formally join the full scheme. It will provide certainty about the long-term arrangements for the NDIS and represents an important step towards ensuring the financial viability of the NDIS in the future.
The deal will give NSW access to $3.1 billion in payments from the DisabilityCare Australia Fund between 2018-19 and 2023-24. NDIS has been in development for a long time. Today, we welcomed the agreement between the Government of New South Wales and Australia, which confirms New South Wales` long-term commitment to the National Disability Insurance Scheme (NDIS). The Australian government is committed to reaching agreements with every state and territory on the full NDIS programme and to improving the lives of approximately 460,000 people with disabilities across Australia. Usually, people find signing government agreements quite boring. However, on Wednesday 16 September there was great enthusiasm for people with disabilities living in Victoria and New South Wales (NSW). On that day, the National Disability Insurance Scheme (NDIS) became real. Indeed, the full rollout for Victoria and NSW has been announced.
The full rollout means that the NDIS will be available by mid-2019 to support anyone with a permanent and significant disability living in New South Wales or Victoria, not just people living in the test areas. A maximum number of NDIS participants was decided, but it turned out to be much less than the number of people who needed support, and so it now looks like they won`t take more. A new bilateral agreement would be very important as people with disabilities in South Australia want full access to NDIS. The agreement announced today reflects the shared responsibility of the governments of Australia and New South Wales for NDIS and includes provisions for both governments to make ongoing initial contributions to the program. Two bilateral agreements were signed on 16 September; one between the Commonwealth Government and the Government of the State of Victoria and the other between the Government of the Commonwealth and the Government of the State of New South Wales. These agreements explain how each of the governments will implement the NDIS. It also explains when NDIS will be available in Victoria and New South Wales and in which region. We were in transition when we implemented NDIS, and now New South Wales is the first state to enter into a long-term agreement with the Commonwealth.
